The Columbiana County Emergency Management Agency is a public service
agency where disaster preparedness and public safety related emergency
management functions are coordinated to serve and protect the citizens of
Columbiana County.
Authorized by Ohio Revised Code, Columbiana County EMA is tasked as the
county focal point for planning, coordination and administration of the
countywide “All Hazards” emergency management and disaster preparedness
program. Columbiana County is concerned with all natural, manmade and
technological hazards, including international and domestic acts of terrorism
and Homeland Security functions. Within our planning standards we define
Columbiana County’s Emergency Management process as, “Whereas
preparedness to cope with the effects of a disaster includes many diverse
but interrelated elements which must be woven into an integrated emergency
management system involving all departments of local government and
private support agencies, plus the individual citizen.” There are multiple
programs within Emergency Management that are performed. These include,
but are not limited to, mitigation, preparedness, response, grants
administration, hazard mitigation planning, homeland security planning,
disaster recovery, public notification and warning systems, and hazardous
materials planning.
To meet these responsibilities the Columbiana County EMA has adopted this
mission statement:
“The goals to be achieved are to save lives and protect property by
developing programs and emergency operational capabilities that address
mitigation, preparedness, response and recovery for natural, technological,
civil or attack-related emergencies.”
